Zero Harm encapsulates a philosophy and vision where all harm is considered unacceptable. Every person in the organisation is expected to take safety seriously. A positive safety culture is encouraged where any safety activity is perceived to be useful, meaningful and good safety activity. The culture expects a commitment to enthusiastically embrace all safety systems, processes and activities. But could the perspective that all levels of harm are unacceptable inappropriately direct efforts and resources? What will be the efforts and resources required to reduce fatality and permanently disabling rates across industries? How do we ensure that all persons focus where it matters most and not become distracted by what matters least? What should be the primary goal and first priority of safety? Is LTIFR helping? Is legislation helping? Is all safety activity good safety activity?
